About the facilitator


Mr Lockeyear is a consultant in communications, management and good governance. He spent over 30 years with the Hong Kong Police and, as director of public relations, was the official police spokesman from 1992 to 1996. He has organised and directed national publicity campaigns on a range of subjects in Indonesia and Hong Kong, and has designed and implemented public communication programs for a number of national governments.

In fact, he was the first producer and presenter of the TV program 'Police Report', which was created to help the Police disseminate information and to bridge the gap between the Force and the community.
